No.  It's not a homebrew app.  I always wanted to have a irc client on my wii so today I was dong some research and found this website call Mibbit.com all will display your irc sever or your yahoo im on the wii browser.  There is no homebrew irc client for wii yet but for now, if you want irc on your wii this is the way to go   I was going to post this in user news but not to sure if you call this news. well it kinda is but whatever enjoy
