you create a stage on the game and share it. theres a few sites that allow you to download the custom stages

it also sounds like they used ocarina codes to force that stage to appear when random is chosen, sorry, i dunno the code
edit: this site has a bunch of codes, including the stage builder cheats and the moveset swapper, but not the wifi cheat, ill keep my eyes open though
